Benchmarking Human Rights Agencies
Abstract
The aim of this project is to establish benchmarks to improve the handling by human rights agencies of apparent conflicts of rights. Such agencies are vital in ensuring practical implementation of human rights. This project will undertake an evaluative comparison of international, regional, national and subnational human rights agencies, to determine best practice frameworks, practices and mechanisms. The central outcome will be a set of benchmarking measures by which the performance of such agencies can be assessed. Once implemented, the benchmarks can lead to greater consistency of policies, procedures and external accountability mechanisms, which will support improved protection of human rights both in Australia and globally.
